While he rates his countryman very highly, ‘Lights Out’ believes the Filipino fought the best of the best while they were at the peak of their powers.
In an interview with ESNEWS, he explained: “They both fought great fighters. But, the thing with Manny Pacquiao is, he fought all the great fighters in their primes, and Floyd waited.
“They both had Hall of Fame careers, of course.”
